The Commission announced that it will undertake a study of the collection, compilation, sale and use of data from computer data bases, often referred to as “look-up services,” that contain what consumers may consider sensitive identifying information. The computer data base study responds to concerns raised by the public and members of Congress about data bases that are typically used to locate individuals or develop individual background information. These data bases contain information that consumers may consider sensitive, such as Social Security numbers, current and prior addresses, and dates of birth. Some of these data bases reportedly contain much more information, including an individual’s physical characteristics, property holdings, and family members and neighbors.
Data base operators generally compile and sell this information without the subject individual’s knowledge or consent. With existing capabilities, the Office of Litigation Support mounted a rigorous cataloging effort, developed and implemented a document control system, created the automated databases, and established a Commission documents Support Center for document processing and research activities. The document control system ensured that all requests, documents, transcript and interview tapes, and other source materials were properly accounted for, and became part of theCommission’s permanent records and data base. Creation of the Computer DataBase Through the processes described above, the Commission created two computer data bases. The first-called the document data base, named INQUIRE-contained the index (bibliographic,control, and subject matter information) of all microfilmed documents, representing more than 100,000 pages.
The second-called the full-text data base,named JURIS-contained the full text of transcripts of all Commission hearings, interviews, and panel meetings; Commission reports, hearing digests, and affidavits. One contained the microfilmed versions of the more than 122,000 pages of materials indexed on the document data base. The second library contained hard copies of transcripts and other Commission generated documents (those documentsstored in the fulltext data base), plus the originals of themicrofilmed documents, which could be located by using the preliminary control number. The data bases support center provided personnel to perform searches of both the document data base (INQUIRE) and the full-text data base JURIS). Users who wanted to locate documents on aparticular subject could search the document data base using the bibliographic information or subject codes captured for each document.
Public Safety
Law enforcement organizations, such as police and sheriff’s departments, central computers and data bases of information are now indispensable to performing their duties, especially in large metropolitan areas. These new law enforcement tools, the MDT and the PDT, improve access to central data bases and, consequently, enhance the performance efficiency of the public safety officers in the field. The invention permits public safety officers to retrieve data from, and enter and process data into a central computer and data base while on foot, in a motor vehicle, or even in an office. The dispatcher then communicated the information to a central computer database operator. The MDT is connected to an externally mounted antenna to establish a direct radio communications link with a central computer and data base. The hand-held portable computer includes a means for data processing, for storing data, and a transceiver for transmitting and receiving data to and from the central computer and data base when the hand-held portable computer is not attached to the keyboard converter. With this invention, a police officer, for example, involved in making an arrest can contact the central computer and data base to check for outstanding warrants, access all relevant and up-to-date information concerning the individual, retrieve a form, enter narrative information concerning the arrest and file a report.

This data base application software shall be prescribed by the county road administration board and each county shall be responsible for the purchase and installation of the requisite software on its own Windows compatible computer.
